Mark Farrah Associates (MFA), www.markfarrah.com, released a year-over-year comparison for health insurance segment enrollment. MFA assessed membership between 2Q24 and 2Q25 to provide greater insight into enrollment trends for the Individual, Group, Administrative Services only for self-funded plans (ASO), Medicare Advantage (MA), and Medicaid insurance segments. As of June 30, 2025, approximately 320 million people received medical coverage from U.S. health insurers. This number is down 0.2% from a year ago.
For 2Q25, the Medicare Advantage market experienced a membership increase of over 1.3 million new members, representing a 4% growth, from 2Q24.
Membership for the Individual market increased 5.5% between 2Q24 and 2Q25.
Managed Care Organizations (MCOs) and Fee-for-Service type Medicaid programs based on membership filed in statutory financial reports as well as state reported Medicaid and the Centers for Medicaid and Medicare Services (CMS) reported Medicaid enrollment reports, experienced a 2.1-million-member decline from 2Q24.
The Employer-group risk and Employer-group ASO segments provide the largest sources of coverage in the industry, however, while Employer-group ASO saw an enrollment increase of 1.2%, the Employer-group risk market experienced year-over-year membership declines.
