The Tobacco and Vapes Act 2026 is leading to a raft of changes which affect the nicotine pouch industry.

Sales to under-18s in the UK will be prohibited from 1 January 2027, with the strongest nicotine pouches with more than 20mg of nicotine facing the most regulatory scrutiny.
The Tobacco and Vapes Act 2026 is the piece of legislation underpinning all these rule changes. It received Royal Assent on 29 April 2026, although the proposed statutory strength cap is currently not in force as of July 2026. As a result, 30 mg products, including those in the Pablo range, remain fully legal for adult purchase right now.
However, the clock is ticking: in six months, the UK nicotine pouch market will face a significant regulatory change. Adult users keen to experience nicotine pouches under the current rules will need to act quickly.
A spokesperson from HitSnus said the following:
“These changes are the biggest shake-up in the law that has occurred in many years. Previously, low-, medium-, and high-strength nicotine pouches were relatively unregulated, but those rules are changing following advice from the UK government and a change in the law. Higher-strength pouches from brands like Nordic Spirit, SYX, and Killa will be required to follow stronger regulations in the future.”
The new law will also introduce a ban on flavoured distribution and dispensing machines, effective 29 October 2026. Future regulations may include various bans on advertising and powers to restrict the appearance of packaging and flavours. A comprehensive ban on advertising and sponsorship of nicotine products is set to take effect from 1 June 2027. The industry leaders are moving towards a voluntary 20 mg limit per pouch, but future legislation may set a statutory cap on nicotine strengths, similar to current laws operating in the vape market.
