Green Card Fund has filed an application with USCIS that will allow it to raise EB-5 investment funds for a new Home2 Suites in Ashland, Ohio.
-- Green Card Fund, a leading EB-5 Regional Center operator, is pleased to announce that it has filed an I-956F (Application for Approval of an Investment in a Commercial Enterprise) to raise EB-5 investment funds for a brand new Home2 Suites by Hilton in Ashland, Ohio.
The project qualifies for both the rural and high unemployment EB-5 set-aside categories and is projected to create more than 200 jobs. Project sponsor and operator Witness Investment broke ground on the 93-room hotel in November of 2025 and construction is scheduled to be completed in the first quarter of 2027.
Home2 Suites has been one of the most popular brands in the Hilton portfolio, growing to 753 locations since opening its first hotel in 2009. The brand was named the top extended stay hotel for 2023 and 2024.
Although a smaller market, Ashland is well-suited to produce the demand needed to make this a successful project. Ashland is located approximately halfway between Columbus and Cleveland on Interstate 71, one of the busies stretches of highway in the State of Ohio. The town is also the home of Ashland University, a vibrant school of approximately 6,000 students.
Its active academics and athletics calendars keep the community busy the entire school year. Additionally, Ashland is also home to the county fairgrounds, which has a year-round event calendar.

Green Card Fund, which has a 100% project approval mark with the United States Customs and Immigration Service (USCIS), will also provide EB-5 funding for additional hospitality projects being developed by Witness Investment.
Witness Investment, which is focused on hospitality developments in the Midwest, has more than 40 hotels in its portfolio, most of which carry Marriott, Hilton, IHG or Hyatt flags. Witness Investment’s assets total more than 4,000 rooms and more than $500 million in total value.
