XTRIUM Study Finds Nearly Half of U.S. Defense-Relevant Manufacturers Show Little Public Evidence of a Backup Critical Materials Source as EO 14415 Waiver Deadline Looms

XTRIUM’s analysis of 106 manufacturers across 10 sectors finds 61% of companies in a fragile position on supplier visibility and alternate source readiness three months before Executive Order 14415 begins restricting covered-material waivers.

XTRIUM today released an outside-in analysis of 106 major manufacturers relevant to defense, aerospace and critical materials supply chains. 42 percent of them showed limited public evidence of a qualified alternate source.

The finding raises serious concerns as manufacturers prepare for Executive Order 14415. Beginning January 1, 2027, the order directs the Department of War to stop issuing certain waivers under 10 U.S.C. 4872 for covered materials, except where a contractor submits an accepted mitigation plan. The order also directs the department to develop policies requiring prime contractors and subcontractors at any tier to map critical supply chains from raw materials to end products, vet supplier risk and accelerate qualification of alternate domestic sources.

The January 1 provision applies to specified waivers, while the broader mapping and qualification requirements remain subject to agency policy, rulemaking and applicable contracts. The order puts immediate pressure on manufacturers to assemble evidence, identify noncompliant sources and fund qualification work before a material constraint becomes a production or contract problem.

“The operational issue is evidence,” said Malur Narayan, CEO and Co-Founder of XTRIUM. “A manufacturer may believe its supply chain is resilient, but it must be able to trace a covered material, identify ownership and geographic exposure, and show a credible alternate source or a mitigation plan. Our analysis suggests that public evidence remains thin across much of the industrial base.”

For this analysis, XTRIUM used its Illuminate tool, built to assess a manufacturer’s readiness for Executive Order 14415, through public information including SEC filings, conflict-minerals disclosures, government award and program records, and sustainability reports.

Key findings

  • Alternate source readiness. 42% of manufacturers showed limited public evidence of a qualified alternate source.
  • Fragile positioning. 61% fell into the fragile quadrant, combining low supplier illumination with low alternate-source readiness.
  • Low overall visibility. The cohort median was 32 out of 100, and half fell below that.
  • Weak geographic evidence. Foreign and geographic exposure was the weakest dimension at 36 out of 100; supplier illumination averaged 39, material traceability 43.
  • Disclosure remains a constraint. 13% of manufacturers had limited public evidence. A low score can reflect thin disclosure rather than weak internal practice.

For defense and aerospace, key supplies are often several tiers below the prime contractor. A system may depend on a processor, specialty alloy, magnet, coating or electronic component whose raw-material origin is not visible in the prime’s immediate supplier records. When a source becomes restricted or unavailable, finding an alternative is only the first step. The replacement may also require technical testing, customer approval, production-capacity confirmation and changes to contracts or bills of material. Those lead times make early identification and qualification central to resilience.

“Manufacturers do not need perfect data before they act,” Narayan said. “They need a clear view of which materials touch priority products, where visibility stops, and which alternatives to qualify first.”
