The conclusion Bahlinger reached was that the disaster described in his book could happen. The area in question, the Old River Control Structure (ORCS) in the Mississippi River basin, and its aging network of locks, and dams, provide a primary geographical flaw. A major flood, drought, or failure in these waterways can severely disrupt domestic and international shipping. Being originally from South Louisiana, he understood just how huge, and somewhat vulnerable, the petroleum infrastructure is in the area. Geopolitical and economic authorities have labeled the area "America's Achilles Heel".
While growing up Bahlinger fished with his grandpa near Krotz Springs. LA, Over the years he traveled to many of the towns, driven over many of the highways and bridges, and ate at cafes like those mentioned in the book. He grew up in Louisiana culture.
For added flavor the characters in his book are loosely based on combining characteristics of people he grew up with. Primary characters include Beau Bonnet, Chief Engineer at Old River Control Structure where the disaster starts; Rachelle Bonnet, Beau's wife, a Louisiana State Senator, and Rene "Buster" Champagne is Beau's best friend since high school, now a DEA agent.
The plot thickens when drug cartels and corrupt politicians conspire to create a disaster which starts where three rivers converge in south Louisiana but devastates the entire country and reverberates around the world.
The readers remains engaged as they navigate the emotional storyline: Can Beau and Rachelle Bonnet, and Rene "Buster" Champagne stop "them" and an out-of-control river? If not, the economic and environmental disaster will make Hurricane Katrina and the Deepwater Horizon BP Oil Spill look like mere inconveniences. Tens of thousands of innocent people will die, and billions of dollars of property will be destroyed and the environment is devastated.
About 50 years ago, Bahlinger's father-in-law took him and his wife to visit the Old River Control Structure. As a result, Bahlinger spent 5 decades researching the topics for this book. His father-in-law's duties working with the U.S. Army Corp of Engineers included periodic inspections of the structure. He provided a great deal of research on what could happen if the structure failed. Included was research performed by many professionals, mostly at LSU. Bahlinger spent time in additional general research as well as clarifying specific parts of the book. Occasionally, family members in Louisiana would forward related local newspaper articles. Discussions with friends and family provided additional inspiration and ideas.
