Plaza West Covina could get new management, owners under bond restructuring

The agreement requires the property management and investment firms to resolve issues with Starwood West's senior debt; to stabilize, maintain and create value with its assets; and to position its properties for potential sale, according to a written statement by the bi-coastal partnership.
